Unternehmensinvestitionen in den österreichischen Bundesländern. Entwicklung – Struktur – Funktion regionaler Förderung

Abstract

Angesichts der nur schwachen Erholung der Unternehmensinvestitionen nach dem Einbruch in der Finanzmarkt- und Wirtschaftskrise stehen die Investitionsentwicklung in Österreich und ihre Ursachen zunehmend im Fokus empirischer Arbeiten. Die regionale Dimension blieb dabei allerdings bisher unbeachtet. Die vorliegende Studie hat daher das Ziel, Unterschiede der Entwicklung der Investitionen zwischen den Bundesländern offenzulegen, regionale Spezifika in deren Struktur zu orten und so evidenzbasierte Grundlagen für die regionale Wirtschaftspolitik aufzubereiten. Wie die Ergebnisse zeigen, nahm die Kapitalakkumulation der Unternehmen gemessen an der Wirtschaftsleistung in allen Bundesländern ab – und dies nicht erst seit der Krise, sondern auch auf mittlere Sicht. Allerdings sind im Detail markante Unterschiede zwischen den Entwicklungspfaden nach Bundesländern zu erkennen, auch in sektoraler Dimension und deren Ausprägung nach Investitionsarten. Dies spricht für eine regional differenzierte Politik, welche in der Unterstützung der Investitionsaktivitäten auf den jeweiligen regionalen Kontext Bezug nimmt. Konzeptionelle Überlegungen zur Rolle der regionalen Ebene in der Investitionsförderung sowie zu einer sinnvollen Arbeitsteilung zwischen den Ebenen der Gebietskörperschaften schließen daher die Studie ab.
