Handel und Einzelhandel im Wiener Beschäftigungssystem. Arbeitsmarktrelevanz, Arbeitsplatzcharakteristika, absehbare Herausforderungen

Abstract

Die Studie analysiert auf Basis vielfältiger und teils neuer Datensätze die Entwicklung des Wiener Handels, im Besonderen des Einzelhandels, und seine Funktion im regionalen Beschäftigungssystem. Die Ergebnisse zeigen den Wiener Einzelhandel als einen Wirtschaftsbereich, der durch technologische Veränderungen und den Übergang zu "modernen" Handelstechnologien, aber auch durch Besonderheiten der Agglomeration Wien in Angebots- und Nachfragebedingungen einem erheblichen Strukturwandel ausgesetzt war und ist. In der Folge entwickelte er sich mittel- wie langfristig schwächer als der Einzelhandel in Österreich insgesamt und übte damit eine nur geringe Rolle als Treiber von Beschäftigungszuwächsen in der Stadtwirtschaft aus. Als bestimmende Einflussfaktoren zeigen sich auf der Angebotsseite der Strukturwandel zu (produktiveren) Kettenunternehmen und modernen Angebotsformaten, Effekte der Stadt-Umland-Konkurrenz sowie die Zunahme des Online-Handels. Eine schwache regionale Einkommensentwicklung kommt auf der Nachfrageseite hinzu. Diese Faktoren beeinflussen auch die im Wiener Einzelhandel vorherrschenden Arbeitsbeziehungen, Arbeitsplatzcharakteristika und Rekrutierungsmechanismen sowie seine Funktion als Arbeitgeber und Ausbildungsträger im dualen System. Auf mittlere Sicht dürfte die dynamische Expansion des Online-Handels diese bereits virulenten Wandlungsprozesse nochmals verstärken. Überlegungen zur wirtschaftspolitischen Begleitung dieses Strukturwandels schließen daher die Analyse ab.
