Kurzanalyse ausgewählter Fördermaßnahmen Wiens in der COVID-19-Krise. Eine erste qualitative Einschätzung

Abstract

Die vorliegende Kurzanalyse bietet einen kompakten Überblick über Inhalt und Umsetzungsstand von insgesamt 17 der von der Stadt Wien bisher gesetzten Maßnahmen zur Unterstützung der regionalen Unternehmen und ihrer Beschäftigten in der COVID-19-Krise und nimmt eine erste qualitative Einschätzung ihrer potentiellen Effekte vor. Angesichts des noch unvollständigen Datenstandes kann die vorliegende Studie die zu bewertenden Maßnahmen nicht umfassend evaluieren. Sie stellt vielmehr eine informierte Zwischenbilanz dar, die es erlaubt, erste Schlussfolgerungen zum bisher Erreichten zu ziehen, aber auch Verbesserungspotentiale aufzuzeigen, wodurch Lehren für möglicherweise notwendige weitere Initiativen abgeleitet werden können. Die Ergebnisse lassen eine rasche Umsetzung der Maßnahmen sowie – großteils – deren regionale Treffsicherheit und kurzfristige ökonomische Wirksamkeit erkennen. Die Kernaufgabe des untersuchten Maßnahmenpaketes, in der Pandemie rasch wirksame Soforthilfe zu leisten, scheint damit erfüllt. Weitere (längerfristige) Nutzendimensionen wurden durch die Maßnahmen nur teilweise berührt, sie werden bei möglichen weiteren, auf die Stützung der Konjunktur gerichteten Initiativen stärker in den Vordergrund zu rücken sein.
