Stabilitätskonforme Berücksichtigung nachhaltiger öffentlicher Investitionen

Abstract

Der Rechtsrahmen zur fiskalpolitischen Steuerung in der EU sieht erhebliche Restriktionen für die Mitgliedsländer vor. Aufgrund von Beschränkungen der Kreditaufnahme durch restriktive Budgetregeln können öffentliche Investitionsvorhaben unterdimensioniert oder aufgeschoben werden, u. a. weil nach den Verbuchungsregeln der VGR Investitionsausgaben nicht periodengerecht dargestellt werden. Allerdings versuchen die Mitgliedsländer, die Restriktionen durch außerbudgetäre Finanzierung und Bereitstellung zu umgehen. Durch eine "Goldene Regel", wonach die staatliche Kreditaufnahme nur zur Finanzierung der Nettoinvestitionen zulässig ist, könnten Investitionsanreize gesetzt und Entscheidungsneutralität bezüglich der Bereitstellungsmodelle erreicht werden. Dabei ist dieses Modell nicht auf alle Investitionsgüter anwendbar. Die Ergebnisrechnung als zentrales Steuerungselement im neuen österreichischen Haushaltsrecht wäre mit dieser Regelrevision kompatibel.
