  • 2000 Économie solidaire et libéralisme économique Abstract : Alors que les initiatives qui se reconnaissent de l'économie solidaire sont de plus en plus nombreuses et disparates, il semble pertinent de s'interroger sur la légitimité de cette forme d'économie. Est-elle une économie à part entière ? Ou n'est-elle qu'une émanation de l'économie marchande et non-marchande ? Nous ne le pensons pas et nous allons tenter de le démontrer en procédant de la façon suivante : Dans sa première partie, ce document de travail tente, au travers: d'analyses (juridique, politique, sociologique), des repères historiques, et aussi des différentes définitions, d'apporter les éléments clefs du passage de l'économie sociale, (basée sur la redistribution de revenus sociaux), telle que nous la connaissions jusque dans les années 1970, à l'économie solidaire, (prenant en charge les exclus afin de leur redonner du travail et non plus seulement des revenus de substitution). La seconde partie analyse le développement que connaît en cette fin de siècle l'économie solidaire. Quelles en sont les causes ? Quels sont les secteurs d'activités occupés ? Le rôle de l'État est-il un facteur déterminant de ce développement ? L'économie solidaire serait-elle un remède à la crise ? Enfin l'économie solidaire peut-elle s'épanouir pleinement et ainsi assurer son rôle social ? When initiatives linked to solidarity economy are more numerous and ill matched, it seems relevant to question the legitimacy of this type of economy. Is it a full economic system ? Or is it only an emanation of merchant and non merchant economy ? we don't think so and we're going to try to demonstrate it as following: In the first part of this document, though juridical, political and sociological analysis, and historical references, we tempt to bring out the key elements of the change over from social economy (based on the redistribution of social revenue, as we know it up to the seventees to solidary economy (which take into charge those who are economically and socially exclud in order to give them work and not only substitute income). The second part analyses the development of solidarity economy at the end of this century. What are the causes ? Which are the activities concerned ? Is the state's role determinent in this development ? Is solidarity economy a remedy the crisis ? Finaly can solidarity economy develop itself widely and ensure its social fonction ?
