  • 2016 We use geographically coded data on schools to examine how student test scores are affected when a school’s local-area labor market is divided by a state boundary. Our findings indicate that achievement is lower for schools operating where a relatively large share of local-area teachers are in another state. An explanation for the boundary effect grounded in basic economic theory is that frictions in educator labor markets coinciding with state lines lower production efficiency. We show that cross-district labor frictions alone do not explain state boundary effects. Teacher licensing and state pension plans, which generate frictions that coincide with state but not district lines, are likely factors
