Efectos de una reforma de la indemnización por despido en Argentina

Abstract

Este trabajo busca cuantificar los efectos directos de una reforma de la indemnización por despido desde el sistema tradicional hacia cuentas individuales en Argentina. Por medio de microsimulaciones, se encuentra que, con las cuentas individuales, los trabajadores reciben más transferencias en promedio, pero el trabajador mediano se ve perjudicado. Además, el costo laboral en valor presente esperado aumenta sustancialmente. Por su lado, un sistema mixto puede mantener los costos laborales y a la vez mejorar las transferencias a los trabajadores. Se discuten posibles efectos indirectos, de largo plazo y de equilibrio. Además, se argumenta que, a diferencia de una cuenta individual pura, un sistema mixto puede ser complemento del seguro de desempleo tradicional.
