Abstract

Also, the balance between responsibilities and revenues of subnational governments is examined, and recommendations within the framework of a future reform to the SGP are given. The results show a complex transfers’ system both in terms of the structure and the criteria of allocation. Concerning the goals achieved within the last reform it was found that: they were mostly not met; they were only established for coverage but not for the quality of the public services; and these goals do not make any distinction between the urban and rural population. Regarding the parallel between responsibilities and revenues of the subnational governments, it was found that departments, compared with municipalities, are the ones with the lowest revenues along with the largest number of responsibilities, especially when considering their role of managers of non-certified municipalities.
