El desempeño municipal en el sector educativo: un análisis a partir de una función multiproducto

Abstract

Este documento estima la eficiencia del sector educativo a nivel municipal en el país, para el periodo 2007-2014. El análisis empírico se realiza utilizando una función multiproducto, la cual permite observar el desempeño del sector teniendo en cuenta que las autoridades municipales son responsables de diferentes objetivos en la provisión de la educación. Se identifican municipios con eficiencias entre el 10% y el 90%, lo que indica que hay mucho margen de mejora. Los resultados se presentan identificando posibles causas de ineficiencia, entre las que se encuentran la certificación del municipio y su entorno institucional. También se observan patrones regionales que difieren para los resultados de cobertura y calidad en la educación.
