Off-Farm Work, Intensity of Government Payments, and Farm Exits: Evidence from a National Survey in the United States

Abstract

type="main" xml:lang="fr"> Les trois dernières décennies ont été témoin d'une sortie soutenue des ménages du secteur de l'agriculture primaire aux États-Unis, et ce, au taux annuel moyen de 10%. Comprendre les raisons de cette décision est important pour la future structure de la ferme, la gestion des terres abandonnées, le dépeuplement des régions rurales, la politique agricole y compris les paiements versés dans le cadre de programmes gouvernementaux. Dans la présente étude, nous estimons de façon empirique les déterminants de cette décision des ménages agricoles. Nous nous penchons particulièrement sur le rôle des paiements versés dans le cadre de programmes gouvernementaux et du travail à l'extérieur de la ferme dans la décision de quitter le secteur. Selon un vaste sondage effectué auprès des ménages agricoles et soumis à des méthodes de contrôle de l'endogénéité, les ménages agricoles touchés par une réduction des paiements versés dans le cadre de programmes gouvernementaux sont plus susceptibles de quitter le secteur tout comme les ménages où le conjoint ou la conjointe travaille à l'extérieur de la ferme. Les ménages d'agriculteurs âgés, ceux où l'exploitant et la conjointe ont grandi sur une ferme ainsi que ceux qui exploitent une ferme dans les grandes plaines du Nord sont également plus susceptibles de quitter le secteur.
