Digital governance for sustainable development: A holistic review, framework, and roadmap

Abstract

Despite advances in acknowledging digital governance's linkages to achieve sustainable development goals (SDGs), literature does not fully explain its role for all SDGs dimensions. To address this, this study conducts a bibliometric and systematic literature review, to understand mainly how digital governance is connected to SDGs, an emerging area of governance worldwide, which has high potential to transparency, responsibility, public involvement, and stakeholder engagement. We identified 131 publications from the WoS and Scopus databases and conducted a bibliometric and systematic literature review to examine the shortlisted articles and create useful insights. Based on the results of the review, firstly, we enhanced the conceptual clarity pertaining to the digital governance concept and provided the current state of knowledge related to digital governance. Secondly, we developed a conceptual framework based on the different antecedents and outcomes of digital governance, and thirdly, we added how digital governance is connected to different dimensions of SDGs. Moreover, to advance the debate, we have also provided future directions that are likely to further the growth of this exciting field of study.
