Abstract

"Die Weiterbildung von Beschäftigten wird in Deutschland von öffentlicher Seite deutlich weniger gefördert als die Erstausbildung und Bildungsmaßnahmen für Arbeitslose. Eine umfassende Weiterbildungspolitik würde erhebliche öffentliche Investitionen erfordern. Bei positiven Arbeitsmarktwirkungen könnte sie für Staat und Sozialversicherungen aber auch zusätzliche Einnahmen generieren und Transferausgaben vermeiden. In einer Simulationsstudie schätzen die Autoren die gesamtfiskalische Bilanz einer solchen Weiterbildungspolitik ab und stellen fest: Infolge von Beschäftigungs-, Lohn- und Produktivitätseffekten würden erhebliche fiskalische Mittel in die öffentlichen Kassen zurückfließen. Insgesamt wäre zwar eine negative fiskalische Bilanz zu erwarten, aber der größte Teil der Ausgaben könnte ausgeglichen werden. Im Zuge der Digitalisierung könnte Weiterbildung noch stärkere positive Effekte haben, wenn sie den Anpassungsprozess unterstützt und so dazu beiträgt, strukturelle Arbeitslosigkeit zu vermeiden."
