Zeit für eine Industriepolitik in Deutschland? Eine Auseinandersetzung mit Rechtfertigungen, Risiken und Rahmenbedingungen

Abstract

Seit der globalen Finanzkrise 2008/09 ist Industriepolitik wieder zum zentralen Thema der wirtschaftspolitischen Diskussionen in Deutschland und auf EU-Ebene geworden. Traditionelle Argumente, wie die Aufrechterhaltung der Wettbewerbsfähigkeit, die strategische Positionierung im globalen Technologiewettlauf oder der Ruf nach mehr Unabhängigkeit in der Entwicklung und Nutzung neuer (kritischer) Technologien kennzeichnen die industriepolitische Debatte weiterhin. Darüber hinaus lassen sich drei Leitthemen ausmachen, die die gegenwärtige industriepolitische Debatte wesentlich prägen: erstens, der durch geopolitische und -ökonomische Spannungen und Umwälzungen beschleunigte Strukturwandel; zweitens, die Digitalisierung und ihre Herausforderungen sowie Chancen für die Industrie; und drittens, die nachhaltige Transformation und Dekarbonisierung der industriellen Produktion. Basierend auf einer umfassenden Literatur- und Dokumentenanalyse sowie Fokusgruppendiskussionen mit einschlägigen Expert:innen, leitet diese Studie eine Reihe von Anforderungen an eine zeitgemäße, zukunftsorientierte Industriepolitik ab, die sowohl positiv als auch normativ begründbar sind, und für Deutschland und die EU vor dem Hintergrund dieser Leitthemen wichtige Anknüpfungspunkte für eine Neujustierung industriepolitischer Strategien bieten.
