Global emissions, regulatory competition and excess entry

Abstract

This study presents a model that relates the efficiency of environmental regulatory competition to excess entry by firms. The two key results are as follows. First, when emissions remain localized, stringent environmental regulation leads to insufficient firm entry owing to negative external effects on the damage caused by emissions in other countries. Second, if emissions spill over globally, akin to CO 2 causing global warming, the impact of emissions on welfare will be uniform across countries. In this case, the positive and negative external effects of tightening regulation cancel each other out, yielding the second‐best levels of regulation and firm entry. Cette étude présente un modèle qui établit un lien entre l'efficacité de la concurrence réglementaire en matière d'environnement et l'excès d'entrée des entreprises. Les deux principaux résultats sont les suivants : premièrement, lorsque les émissions restent localisées, une réglementation environnementale stricte entraîne une entrée insuffisante d'entreprises en raison des effets externes négatifs sur les dommages causés par les émissions dans d'autres pays. Deuxièmement, si les émissions se propagent à l'échelle mondiale, à l'instar du CO 2 qui provoque le réchauffement planétaire, l'incidence des émissions sur le bien‐être sera uniforme d'un pays à l'autre. Dans ce cas, les effets externes positifs et négatifs du renforcement de la réglementation s'annulent, ce qui donne les deuxièmes meilleurs niveaux de réglementation et d'entrée des entreprises.
