Dimensionen plattformbasierter Arbeit in Österreich und Europa. Implikationen für die soziale Sicherheit

Abstract

Durch Nutzung digitaler Technologien entwickeln und verbreiten sich sowohl neue Qualifikationsanforderungen für die Erwerbsbevölkerung als auch neue Arbeits- und Einkommensformen. Die Studie analysiert die jüngsten Arbeitsmarktentwicklungen im Hinblick auf die digitalisierungsbedingten neuen Arbeitsformen (Plattformarbeit) und die daraus entstehenden Veränderungen in der Sozialversicherung. In der jüngeren Vergangenheit verloren demnach Berufe mit manueller Tätigkeit an Bedeutung. Gleichzeitig steigt die Zahl der Solo-Selbständigen stärker als die der unselbständig Erwerbstätigen. Die Sozialversicherungsbeiträge sind für Solo-Selbständige um rund 8% geringer als für unselbständig Beschäftigte. Auch fallen hier keine Beiträge zum Familienlastenausgleichsfonds, keine Kommunalabgabe usw. an. Im einkommenszentrierten österreichischen Sozialsystem hat dies ein geringeres individuelles Sicherungsniveau wie auch eine Dämpfung der Finanzierungsbasis insgesamt zur Folge. Anhand der Plattformarbeit zeigen sich die Herausforderungen für das nationale Sozialversicherungssystem, die in einer EU-weit einheitlichen Regulierung und Erfassung von Plattformarbeit münden sollten.
