Das Besoldungssystem der Pharmazeutischen Gehaltskasse und Wirkungsmechanismen

Abstract

Die Pharmazeutische Gehaltskasse übernimmt für die Apotheken die Gehaltsabrechnung für die Beschäftigten. Über ein Umlagesystem wird sichergestellt, dass die Angestellten ein nach Dienstausmaß und Dienstalter differenziertes Gehalt erhalten, während der Dienstgeber einen einheitlichen Stundenlohn pro Person einzahlt. Dieses System eröffnet die Möglichkeit einer sehr flexiblen Arbeitszeitgestaltung im Lebenszyklus, etwa lassen sich Beruf und Familie vereinbaren, ohne die Karrierechancen zu beeinträchtigen. Die Folge sind ein überdurchschnittlich hoher Anteil von teilzeitbeschäftigten Frauen und Männern sowie gute Weiterbeschäftigungschancen älterer Arbeitskräfte. Die demographische Alterung in Kombination mit Deregulierung und Liberalisierung des Apothekenmarktes erhöhen den Kostendruck auf die Apotheken. Dies wird eine Anpassung des Systems der Gehaltskasse, insbesondere des Gehaltsschemas zur Folge haben.
