Zugangsdynamik und Vermittlungswege auf dem Arbeitsmarkt. Eine Untersuchung am Beispiel des steirischen Arbeitsmarktes

Abstract

Der steirische Arbeitsmarkt weist – ebenso wie der österreichische – eine im internationalen Vergleich hohe Dynamik auf. Die Arbeitsvermittlung übernimmt auf dynamischen Arbeitsmärkten eine wichtige Funktion. In der Steiermark wurden 1997 über 100.000 neue Beschäftigungsverhältnisse aufgenommen, das sind 25% des Durchschnittsbestands. Ein Großteil dieser Stellenbesetzungen wird über informelle Wege, d. h. über Verwandte und Bekannte oder direkte Kontaktaufnahmen mit Unternehmen vermittelt. Knapp 40% der Arbeitsaufnahmen kommen aber über die Einschaltung externer Vermittlungshilfen zustande (Zeitungsinserate über 20%, AMS 8% bis 10%). Die öffentliche Vermittlungseinrichtung (das Arbeitsmarktservice) weist eine von anderen Vermittlungswegen abweichende Kundenstruktur auf: Personen mit schlechteren Vermittlungschancen finden häufiger über Vermittlung des AMS einen Arbeitsplatz. Damit übernimmt das AMS Verantwortung für die Erhaltung von Zugangsmöglichkeiten zum Arbeitsmarkt, in manchen Bereichen scheint auch ein Ausbau der Vermittlungsaktivitäten gerechtfertigt.
