Abstract

Die vorliegende Studie schätzt den Beitrag der Finanzmarktinterventionen des Bundes zur Stabilisierung des österreichischen Finanzmarktes im Fall der Abwicklung der Hypo Alpe-Adria-Bank International AG über die HETA Asset Resolution AG und untersucht, ob die ergriffenen Maßnahmen die im Gesetz vorgegebenen wirtschaftspolitischen Ziele erreichten. Laut diesem Gesetz ist der Bundesminister für Finanzen berechtigt, zur Behebung einer beträchtlichen Störung im Wirtschaftsleben Österreichs, zur Sicherstellung des gesamtwirtschaftlichen Gleichgewichtes sowie zum Zweck des Schutzes der österreichischen Volkswirtschaft Maßnahmen zur Rekapitalisierung von Rechtsträgern (Kreditinstituten und Versicherungen) zu ergreifen. Weiters ist er ermächtigt, Maßnahmen zur Schaffung einer eigenen Abbaueinheit zu setzen, was 2014 durch die Gründung der HETA Asset Resolution AG zur Abwicklung des notleidenden Teils der Hypo Alpe-Adria-Bank International AG erfolgte.
