Volkswirtschaftliche Evaluierung eines nationalen Biomasseaktionsplans für Österreich

Abstract

In einem Szenario werden die makroökonomischen Effekte der Einführung eines Biomasseaktionsplans (Steigerung der Beimischung von Biokraftstoffen auf 20% und des Anteils erneuerbarer Energieträger am Gesamtenergieverbrauch auf 45% bis 2020) analysiert. Die wesentlichen primären Effekte dieser Zunahme der Biomassenachfrage auf die österreichische Wirtschaft sind (jeweils gegenüber dem Basisszenario ohne Biomasseaktionsplan) ein Anstieg der Rohstoffkosten und der Strompreise aufgrund der Förderung von Ökostrom aus Biomasse. Dadurch wird die Investitionstätigkeit der Sachgütererzeugung erheblich gedämpft. Die Energieverteuerung schlägt sich auch in höheren Konsumentenpreisen nieder, gleichzeitig wird das verfügbare Einkommen der privaten Haushalte aufgrund der Gegenfinanzierung (Aufkommensneutralität) der Fördermaßnahmen gedrückt. Die Ausweitung der Investitionen der Energiewirtschaft in teure Technologien (Biomasse) bewirkt eine starke Belebung der gesamten Investitionsnachfrage und damit einen geringfügig positiven gesamtwirtschaftlichen Effekt. Weiters nimmt der Verbrauch an fossilen Energieträgern erheblich ab, sodass die CO2-Emissionen deutlich gedämpft werden.
