Mehr Lohn bei betrieblicher Weiterbildung? Eine empirische Analyse österreichischer Unternehmen

Abstract

Wir untersuchen auf Basis von Daten aus den Arbeitskostenerhebungen 2000 und 2004 und den Verdienststrukturerhebungen 2002 und 2006 (Statistik Austria) die Zusammenhänge zwischen betrieblicher Weiterbildung und Löhnen sowie der Lohnverteilung in österreichischen Unternehmen. Zusätzliche Ausgaben für betriebliche Weiterbildung um € 1.000 pro MitarbeiterIn und Jahr führen zu fünf bis sieben Prozent höheren Bruttostundenlöhnen. Da Lohnerhöhungen aus Produktivitätsgewinnen finanziert werden müssen und daher im Allgemeinen die Untergrenze von Produktivitätsgewinnen darstellen, ist davon auszugehen, dass sich ein höheres Ausmaß an betrieblicher Weiterbildung auch in höherer Produktivität äußert. In den Daten werden keine Hinweise dafür gefunden, dass betriebliche Weiterbildung die Lohnspreizung in den Unternehmen beeinflusst. Generell ist das Ausmaß betrieblicher Weiterbildung in Österreich unter dem europäischen Durchschnitt, und mehr als die Hälfte der Unternehmen mit weniger als 50 Mitarbeitern investiert nicht in die Weiterbildung ihrer MitarbeiterInnen.
