Ein Modell für einen strukturierten vertikalen Finanzausgleich in Österreich

Abstract

Ausgangspunkte der Studie sind die sehr dynamische subnationale Ausgabenentwicklung der letzten zwei Jahrzehnte und der Umstand, dass die starre Einnahmenverteilung des österreichischen Finanzausgleiches auf derartige Veränderungen kaum reagiert. Die vorliegende Studie analysiert daher die vertikale Mittelverteilung zwischen den österreichischen Gebietskörperschaften vor dem Hintergrund eines möglichen fiskalischen Ungleichgewichtes. In einem internationalen Vergleich wird aufgezeigt, wie in anderen föderalen Staaten unterschiedliche Ausgabenentwicklungen über Kennzahlen in die vertikale Mittelverteilung einfließen. Die Quantifizierung des "notwendigen" Ausgabenwachstums – ein zentrales Problem solcher Ansätze – versucht die Studie mittels einer Wachstumszerlegung (Shift-Share-Analyse) zu lösen. Die Ergebnisse unterstreichen den hohen strukturellen Ausgabendruck der österreichischen Länder und Gemeinden. Beispielhaft für den Bereich der Pflege wird zudem dargelegt, dass die hohe subnationale Ausgabendynamik in den kommenden Jahren womöglich anhalten wird. Abschließend skizziert die Studie, wie ein kennzahlbasierter, struktureller vertikaler Finanzausgleich in Österreich gestaltet sein könnte und welche Umsetzungsoptionen zu beachten sind.
