Österreichischer Stabilitätspakt 2012 und föderative Lastenverschiebungen. Eine Projektion für die Jahre 2024 bis 2028

Abstract

Der Österreichische Stabilitätspakt 2012 (ÖStP 2012) regelt Verpflichtungen von Bund, Ländern und Gemeinden zu einer nachhaltigen Einhaltung von Kriterien der Budgetdisziplin. Vor dem Hintergrund der prognostizierten gesamtwirtschaftlichen Entwicklungen und des neu beschlossenen Finanzausgleichs nimmt die Kurzstudie erste Abschätzungen der Budgetentwicklungen der gebietskörperschaftlichen Ebenen für die Finanzausgleichsperiode 2024 bis 2028 vor. Die Ausgabendynamik auf subnationaler Ebene – speziell in den Bereichen Gesundheitswesen, Elementarbildung, Soziales und Pflege – führt bei gebremster Einnahmenentwicklung dazu, dass Länder und Gemeinden sich tendenziell vom Ziel eines Haushaltsausgleichs entfernen.
