Öffentliche Haushalte unter erheblichem Konsolidierungsdruck. Mittelfristige Budgetprojektion 2025 bis 2029

Abstract

Die mittelfristige Budgetprojektion 2025 bis 2029 zeigt einen anhaltend hohen Konsolidierungsbedarf der öffentlichen Haushalte. Bleibt es bei den bis Mitte April 2025 konkretisierten Maßnahmen zur Budgetsanierung, so läge das gesamtstaatliche Defizit in allen Prognosejahren nahe bei 4% des BIP und somit deutlich über der Maastricht-Grenze. Die im Regierungsprogramm avisierten Konsolidierungsvolumina würden 2025 und 2026 voraussichtlich verfehlt. Ohne ambitionierte Reformen zur Hebung von Effizienzpotenzialen auf allen staatlichen Ebenen stiege die Staatsschuldenquote bis 2029 auf über 90% des BIP. Die Projektion unterstellt ein hypothetisches "No-Policy-Change"-Szenario und berücksichtigt keine möglichen zusätzlichen Maßnahmen im geplanten Doppelbudget 2025/26.
