Finanzausgleich 2024 bis 2028. Erste Schritte zu einer Wirkungsorientierung

Abstract

Der neue Finanzausgleich 2024 bis 2028 sieht zusätzliche Finanzmittel von durchschnittlich 3,4 Mrd. € p. a. für Länder, Gemeinden und Sozialversicherung vor. Davon fließen im Jahresdurchschnitt etwa 1,2 Mrd. € in einen "Zukunftsfonds", der Mittel für Länder und Gemeinden für die Bereiche Elementarbildung, Wohnen und Klima bereitstellt. Auch die Bereiche Pflege und Gesundheit erhalten mehr Geld. Der neue Finanzausgleich setzt erste Schritte in Richtung einer Wirkungsorientierung sowie einer effizienteren Mittelverwendung im Gesundheitswesen. Grundlegende Reformen für eine bessere Gesamtsteuerung im Pflege- und Gesundheitsbereich bleiben jedoch aus. Zudem werden Akzente hin zu einer Ökologisierung des Finanzausgleichs gesetzt, denen weitere Schritte folgen sollten. Wichtige strukturelle Reformen zur Zusammenführung von Finanzierungs- und Ausgabenverantwortung auf Ebene der subnationalen Gebietskörperschaften, zur Transferentflechtung und zur Stärkung der subnationalen Abgabenautonomie im Rahmen einer Föderalismusreform werden nicht angegangen.
