Zur öffentlichen Finanzierung der Langzeitpflege in Österreich

Abstract

Aufgrund der demografischen Entwicklung wird das System der Pflegefinanzierung künftig stark gefordert sein. Die Nachfrage nach Pflegegeld und vor allem nach Pflegedienstleistungen wird mittel- und langfristig deutlich zunehmen. Das bestehende Pflegefinanzierungssystem ist aufgrund der fehlenden Gesamtsteuerung und der Kompetenztrennung für die Mittelaufbringung und die Leistungserbringung äußerst komplex. Dieser Beitrag untersucht die Finanzierungsstrukturen und zeigt die dadurch entstehenden regionalen Unterschiede in den Leistungen auf. Bisher fehlt es an koordinierten Finanz- und Bedarfsplänen sowie an Qualitätsstandards. Um zielgerichtet auf künftige Herausforderungen reagieren zu können, müssen das Pflegefinanzierungssystem vereinfacht und österreichweit gültige Standards eingeführt werden.
