Auswirkungen des Flächenverbrauchs für die Versorgungssicherheit und steuerliche Instrumente zu dessen Eindämmung

Abstract

Österreich zählt zu jenen Ländern, in denen der Flächenverbrauch im internationalen Vergleich sehr hoch ist. Gleichzeitig gibt es seit Jahren Initiativen und Bemühungen, diesen einzudämmen. Die Daten zum Flächenverbrauch deuten darauf hin, dass das Ziel der Bundesregierung, den täglichen Verbrauch von derzeit 11 ha auf 2,5 ha bis 2030 einzuschränken, verfehlt werden wird. Zwar haben die Bundesländer in den letzten Jahren zahlreiche Maßnahmen zur Eindämmung des Flächenverbrauchs ergriffen, deren Wirkung ist aber derzeit noch nicht absehbar. In der vorliegenden Studie wird zum einen die Dringlichkeit der Begrenzung des Flächenverbrauchs zur Erhöhung der Versorgungssicherheit mit Lebensmitteln dargestellt. Dazu wird ermittelt, dass aufgrund der Abnahme der Ackerfläche in Österreich um mehr als 72.000 ha zwischen 1999 und 2020 gemäß Agrarstrukturerhebung 493.000 Personen weniger mit Nahrungsmitteln versorgt werden können. Zum anderen wird der Einfluss bestehender steuerlicher Regelungen auf den Flächenverbrauch analysiert, und es werden Optionen für steuerpolitische Eingriffe identifiziert, die zur Eindämmung des Flächenverbrauchs geeignet sein könnten. Darüber hinaus gibt die Studie einen Überblick zum Stand der Instrumente zur Steuerung des Flächenverbrauchs in den Bundesländern.
