Policy Brief: Budgetäre Kosten und Risiken durch klimapolitisches Nichthandeln und Klimarisiken

Abstract

Klimarisiken können erhebliche direkte und indirekte Kosten für die öffentlichen Haushalte verursachen. Für Österreich fehlt bisher eine gesamthafte Übersicht über mögliche Kosten bzw. Risiken durch klimapolitisches Nichthandeln bzw. Klimarisiken für die öffentliche Hand. Vor diesem Hintergrund wird zunächst ein kurzer Überblick gegeben, durch welche Transmissionsmechanismen Klimarisiken öffentliche Budgets betreffen können. In der Folge wird die bestehende empirische Literatur für Österreich ausgewertet, um zu einem möglichst umfassenden Bild der mit klimapolitischer Untätigkeit bzw. Klimarisiken verbundenen budgetären Kosten bzw. Risiken zu kommen. Auch werden auf dieser Grundlage Bandbreiten für das Ausmaß entsprechender budgetärer Kosten bzw. Risiken angegeben. Hierbei wird differenziert zwischen budgetären Kosten, die bereits heute anfallen, und künftigen budgetären Risiken.
