Bestimmungsfaktoren der Integration von Unternehmen in internationale Netzwerke

Abstract

Nicht eine "Kooperationsförderung" als homogenes wirtschaftspolitisches Instrument unterstützt Unternehmenskooperationen in verschiedenen Phasen ihres Entstehens, sondern eine Vielzahl legistischer, institutioneller und finanzieller Einflüsse. Eine rationale Kooperationsförderung müsste vorab klären, welche Kooperationen in welcher Phase ihrer Entstehung gefördert werden. Teure kooperationsfördernde Maßnahmen sollten nur dann in Betracht gezogen werden, wenn die positiven Externalitäten der Kooperation den finanziellen Einsatz rechtfertigen. Die unterschiedliche Wirksamkeit des Instrumenteneinsatzes in verschiedenen Kooperationsphasen belegen Ergebnisse einer WIFO-Umfrage zu Kooperationen mit den MOEL: Nichtkooperierende Unternehmen benötigen vor allem Informationen, kooperierende Unternehmen bevorzugen hingegen finanzielle Anreize. Die Analyse lässt keine endgültigen Aussagen über die Wirkungen des österreichischen Fördersystems auf Unternehmenskooperationen zu, doch zeigt sie ein Überwiegen der Förderung von Forschungskooperationen und von mittleren Unternehmen, während Kleinunternehmen im Zugang zu Förderungen benachteiligt sein dürften.
