Vulnérabilité Économique Structurelle Et Dépendance Touristique : Quels Enseignements Pour Les Petites Économies Insulaires En Développement

Abstract

Cet article se propose de vérifier si les petites économies insulaires en développement souffrent d’une plus forte vulnérabilité, comme le suggèrent leurs spécificités, en comparaison des autres économies en développement. Pour cela, nous nous appuyons sur l'Indice de Vulnérabilité Economique (IVE) développé par le Comité des Politiques de Développement des Nations Unies, en y apportant deux modifications importantes. D'une part, la vulnérabilité liée à la dépendance touristique est introduite à travers l'intégration de deux variables, une variable de choc touristique et une autre d'exposition à ce choc. D'autre part, nous substituons à la méthode traditionnelle des poids ad hoc permettant d’agréger les composantes de l’IVE un système de pondération déterminé de manière endogène. Pour cela, nous appliquons l’approche multicritères à poids spécifiques dérivée de la méthode d’enveloppement de données DEA. Les nouvelles valeurs de l’IVE obtenues ainsi pour 2011 sur un ensemble de pays en développement nous incitent à nuancer la conclusion largement établie dans la littérature. Si l'ajout des variables touristiques impacte de manière négative les résultats obtenus par les petites économies insulaires, l'am-pleur de leur vulnérabilité structurelle apparaît moindre avec l'introduction du système de poids endogènes.
