Costs and benefits of an individual learning account (ILA): A simulation analysis for the Netherlands

Abstract

•We simulate scenarios about the uptake of resources to increase training activity.•We show how costs and benefits depend on take-up rates, returns to training and deadweight loss.•Our results contribute to discussions and trade-offs about ILA's to stimulate labour force resilience.
