The impact of COVID‐19 on agricultural market integration in Eastern Canada

Abstract

Since the outbreak of the coronavirus pandemic in early 2020 and the resulting economic fallout, reports and official statistics have pointed to an unequivocal effect of the disease on almost all global economic activities, including the agricultural and agri‐food sectors. The aim of this article is to use a price transmission approach in order to study the price relationships of agricultural commodities, including potatoes, corn, hogs, eggs, and chicken between regional Canadian markets and to verify their economic integration. The method of panel cointegration is applied to investigate the potential impact of the pandemic on the spatial integration of the provincial agricultural markets in Eastern Canada. It is found that these markets were fully integrated and efficient prior to COVID‐19 restrictions. However, the statistical results show that travel restrictions and labor shortages represented trade barriers between the provinces, and they are likely the factors that impacted the price transmission mechanism, and consequently the markets became much less integrated. It is suggested that government policies should include actions that would manage future shocks to the agricultural commodity prices by accelerating the necessary transformations in the agri‐food sector to make it more resilient and less vulnerable to future pandemics and other potential natural challenges. Desde la irrupción de la pandemia de coronavirus a principios de 2020 y las consiguientes repercusiones económicas, los informes y las estadísticas oficiales han señalado un efecto inequívoco de la enfermedad en casi todas las actividades económicas mundiales, incluidos los sectores agrícola y agroalimentario. El objetivo de este artículo es utilizar un enfoque basado en la transmisión de precios para estudiar las relaciones de precios de los productos agrícolas básicos, como la patata, el maíz, el ganado porcino y aviar y los huevos, entre los mercados regionales canadienses y comprobar su integración económica. Se aplica el método de cointegración de paneles para investigar el impacto potencial de la pandemia en la integración espacial de los mercados agrícolas provinciales del este de Canadá. Se encontró que estos mercados estaban plenamente integrados y eran eficientes antes de las restricciones causadas por COVID‐19. Sin embargo, los resultados estadísticos muestran que las restricciones en los desplazamientos y la escasez de mano de obra constituyeron barreras comerciales entre las provincias, y que probablemente fueron los factores que afectaron al mecanismo de transmisión de precios y, en consecuencia, los mercados se volvieron mucho menos integrados. Se sugiere que las políticas gubernamentales deberían incluir acciones que gestionen las futuras perturbaciones en los precios de los productos básicos agrícolas por medio de acelerar las transformaciones necesarias en el sector agroalimentario para hacerlo más resiliente y menos vulnerable a futuras pandemias y otros posibles desafíos naturales. 2020年初頭の新型コロナウイルスの世界的流行及びそれによる経済の低迷以来、報告書や公式統計は、新型コロナウイルスが、農業や農産物部門など、ほぼすべてのグローバルな経済活動に対して影響を及ぼしたことについて疑いの余地はないと指摘している。本稿の目的は、価格伝達分析の手法を用いて、カナダの地域市場間におけるジャガイモ、トウモロコシ、豚肉、卵、鶏肉などの農産物の価格関係を調査し、地域市場の経済統合を検証することである。パネル共和分分析の手法を用いて、カナダ東部の州の農業市場の空間統合に対するパンデミックの潜在的な影響を検討した。これらの市場は、新型コロナウイルス感染症による規制の前に完全に統合され効果があったと考えられる。しかし、統計的な調査結果から、移動制限や労働力不足が地方間の取引における障壁となっており、これらが価格伝達のメカニズムに影響を与えた要因である可能性が高く、結果的に市場の統合が大幅に後退していることが示された。将来のパンデミック及びその他に起こりうる自然災害に対して、農産物部門のレジリエンスを高め、脆弱性を少なくするために必要な変革を促進することによって、農産物価格に対する将来のショックを管理する対策を政府の政策に含めるべきである。
