Research on the influence mechanism of public green behavior guiding policy effect: from the perspective of policy synergy system

Abstract

The public has become an important group of carbon emissions. Strengthening the synergy of guiding policies to promote the public to practice green behavior effectively is significant for achieving the “carbon peak and carbon neutrality” goals. This paper constructs a policy synergy framework based on the two stages of “formulation-implementation” and explores the impact mechanism of synergy on policy effectiveness. Firstly, this article quantifies the public green behavior guiding policy texts released from 2010 to 2021 and analyzes the policy synergy effects in the formulation stage. Secondly, based on the Bayesian network, this paper clarifies the obstacles of multi-agent collaboration in the implementation stage from the perspective of the public, central and local governments. The research finds that: (1) the implementation effect of green behavior guidance policies for the public in China varies depending on the synergistic effect of policy types. The overall coordination of the three policy measures and the coordination between policy departments have a significant positive promoting effect on promoting public practice of green behavior. (2) The impact of each parameter on the degree of collaboration of the policy execution system varies. The improvement of central government synergy indicators has a more significant impact on system synergy. (3) The improvement of the coordination degree of the policy execution system requires the synchronization of three subsystems, and only improving the coordination degree of individual subsystems cannot effectively improve the overall coordination effect of the policy execution system. In addition, enhancing the synergy between the central and local governments can most effectively enhance the overall system's synergy. Based on the objective of optimizing the policy system to encourage the public to practice green behavior, this paper provides a theoretical basis for formulating the public green behavior guiding policy.
