Związek zróżnicowania płac z produktywnością w ujęciu terytorialnym

Abstract

W artykule podjęto próbę wyznaczenia optymalnego zróżnicowania płac w 16 województwach w latach 1999–2015. Optymalność to w niniejszym badaniu maksymalny poziom łącznej produktywności czynników produkcji (total factor productivity – TFP). Zróżnicowanie płac było mierzone współczynnikiem Giniego. Postawiono i potwierdzono dwie hipotezy: 1) relację zróżnicowania płac i TFP opisuje funkcja paraboliczna z maksimum; 2) funkcje paraboliczne różnią się – w województwach występują różne optymalne zróżnicowania płac. W artykule próbujemy odpowiedzieć na pytania: Jak wyznaczyć optymalne zróżnicowania płac? Czy lepiej pogrupować województwa o hipotetycznie podobnym optymalnym zróżnicowaniu płac, czy też lepiej zastosować wystandaryzowaną zmienną opisującą zróżnicowanie płac? Konkluzja brzmi: lepiej zastosować zmienną wystandaryzowaną. Jak się wydaje, wniosek ten jest uniwersalny. Pozwoli rozstrzygnąć spory odnośnie do tego, czy oddziaływanie zróżnicowania płac (lub dochodów) na poziom albo wzrost efektywności gospodarczej ma charakter negatywny, czy też pozytywny. Wyjaśni też, dlaczego wiele badań nie potwierdza występowania związku pomiędzy zróżnicowaniem płac (lub dochodów) a efektywnością gospodarczą. Przyczyną sprzeczności wyników, a czasem ich niekonkluzywności, jest, naszym zdaniem, zbyt uproszczona postać modelu – pomijająca dwie wyżej wskazane potwierdzone hipotezy.
