A korai iskolai szelekció hosszú távú hatása. Egy közpolitikai kísérlet tanulságai
[The long-term effects of early educational selection. A quasi-natural policy experiment from Hungary]

Abstract

Magyarországon az 1990-es években a kisgimnáziumok megnyitásával fokozatosan növekedett az iskolarendszer szelektivitása. Ennek az átmenetnek a sajátosságait kihasználva vizsgáljuk a korai iskolai szelekció és az iskolai, illetve munkaerő-piaci kimenetek közötti oksági kapcsolatot. Az iskolák megalapításának területi és idővarianciájára építve, különbség a különbségekben módszert, település- és kohorsz- fixhatás-modelleket, valamint eseményvizsgálati eljárást alkalmazva becsüljük meg a korai szelekció hatását. Két szempontból is bővítettük az iskolai szelekció meglévő irodalmát: 1. eltérően a korábbiaktól, egy olyan közpolitikai reformot használunk, amelyben bevezették és nem eltörölték a korai iskolai szelekciót; 2. mivel az iskolai szerkezetváltás reformja nem esett egybe más, nagy léptékű oktatási közpolitikai változtatással, ezért önmagában mérhetjük meg a szelekció hatását. Megállapíthatjuk: a korai szelekció nem volt hatással sem az átlagos munkanélküliségi rátára, sem az imputált bérekre, sem a felsőfokú oktatásban részt vevők arányára. A becslések nem bizonyulnak szignifikánsnak, továbbá precíz nulla pontbecsléseket is kapunk. Ez az eredmény önmagában is megkérdőjelezi, hogy van-e értelme fiatal korban szétválasztani a diákokat.* Journal of Economic Literature (JEL) kód: I24, I26, I28, C31.
