Mittelfristprojektion für Deutschland im Winter 2025: Wachstum verliert Substanz

Abstract

Der Wachstumspfad flacht sich weiter ab. Die Wachstumsrate des Produktionspotenzials schmilzt von derzeit rund 0,5 Prozent auf etwa 0,3 Prozent gegen Ende des Jahrzehntes. Maßgeblich hierfür ist die demografische Alterung. Das potenzielle Arbeitsvolumen ist über den gesamten Projektionszeitraum hinweg rückläufig. Der Kapitalstock kann zwar weiterhin zur Ausweitung der Produktionsmöglichkeiten beitragen, jedoch nur mit historisch niedrigen Wachstumsbeiträgen. Dies ist auch auf das vergleichsweise hohe Alter des Kapitalstocks zurückzuführen, was auf langjährige Standortschwächen hindeutet. Die Produktivität dürfte sich zwar teilweise erholen, aufgrund fortbestehender Strukturprobleme jedoch nicht an frühere Wachstumsphasen anknüpfen. Die Wirkung der expansiven Finanzpolitik auf das Produktionspotenzial kann sich nur allmählich entfalten und ist mit erheblicher Unsicherheit behaftet. Gegenüber unserer Projektion im Frühjahr hat sich die Einschätzung des Produktionspotenzials kaum verändert. Im Vergleich zur Schätzung aus dem Vorkrisenjahr 2019 - vor Pandemie und Energiekrise - wurde das Niveau jedoch drastisch nach unten revidiert. Dies deutet auf außergewöhnlich starke Strukturveränderungen hin. Die tatsächliche Wirtschaftsleistung liegt im Jahr 2025 deutlich unter den Produktionsmöglichkeiten, wenngleich das genaue Ausmaß der Unterauslastung infolge der Schätzunsicherheit - nicht zuletzt aufgrund der Krise in der Industrie - unscharf bleibt.
