Abstract

Tässä tutkimuksessa arvioitiin kahden erilaisen toimenpiteen tehoa matalasti koulutettujen aikuisten osallistumiseen aikuiskoulutukseen satunnaistetun kenttäkokeen avulla. Ensimmäisessä osiossa 50 000 perusasteen varassa olevalle henkilölle lähetettiin informaatiokirje, jossa kerrottiin koulutusvaihtoehdoista, koulutuksen hyödyistä ja taloudellisesta tuesta. Tulosten mukaan pelkällä yleisellä tiedolla ei ollut vaikutusta opintojen aloittamiseen. Toisessa kokeilussa palveluntuottajat vierailivat pk-yrityksissä ja antoivat räätälöityä koulutusneuvontaa järjestäen 1 322 infotilaisuutta, joihin osallistui 2 726 työntekijää. Näistä 1 718 oli kohderyhmään kuuluvia, joilla korkein koulutus oli peruskoulu tai lukio. Tämä henkilökohtaisempi ja intensiivisempi toimenpide lisäsi kohderyhmän osallistumista toisen asteen koulutukseen 0,75 prosenttiyksikköä (noin 8 prosenttia) mutta aiheutti lievää kuukausiansioiden laskua, mikä viittaa opiskelun ja työnteon välisen ajankäytön muutokseen. Tutkimus osoittaa, ettei pelkkä tiedonvälitys riitä, vaan vaikuttavuus edellyttää yksilöllisempää ja kustannuksiltaan korkeampaa toimintaa, joiden hyödyt ja kustannukset tulee punnita tarkasti.
