CAP and agricultural employment: a European outlook

Abstract

Le nombre des agriculteurs européens ne cesse de diminuer et cette population vieillit : plus de la moitié avait plus de 55 ans en 2016, alors que, tous types d'emplois confondus, le volume de travail agricole atteignait à cette date son niveau le plus bas dans l'UE-28. Si le renouvellement des actifs agricoles constitue aujourd'hui un des objectifs de la Politique agricole commune, cela représente une rupture par rapport à ses objectifs et outils initiaux. Cet article fait d'abord le point sur l'évolution des structures et des emplois agricoles dans l'UE, où le développement du salariat ne suffit pas à répondre aux enjeux de main-d'œuvre. Il présente ensuite les principaux outils de la PAC 2014-2020, en la matière, mais aussi des politiques nationales qui peuvent influer sur l'emploi agricole, tant en quantité qu'en qualité
