Abstract

El cierre de escuelas en más de 190 países por la pandemia interrumpió la educación de aproximadamente 1,600 millones de estudiantes en el mundo. Las consecuencias fueron más severas en las poblaciones vulnerables, en tanto afectaron los aprendizajes de los estudiantes, profundizaron las brechas existentes y aumentaron el riesgo de deserción y reprobación. Ante este panorama, este artículo estudia el efecto de la participación de voluntarios universitarios en los procesos académicos de escuelas rurales de un país de ingreso medio, sobre las tasas de aprobación y deserción escolar en la postpandemia. Para esto, se usan los datos administrativos de Viva la Escuela, un programa nacional, diseñado con el objetivo de cerrar las brechas de aprendizaje en las zonas rurales más vulnerables. Se utiliza un diseño de diferencia en diferencias para estimar el efecto causal, aprovechando la variación exógena derivada de la implementación por fases del programa. Los resultados indican que los estudiantes en grados asignados al programa redujeron la tasa de deserción en 1.33 puntos porcentuales (p.p.) y aumentaron la tasa de aprobación en 1.96 p.p. en comparación con sus pares que no estaban asignados al programa. En términos relativos, el programa redujo en un 45% la tasa de deserción escolar respecto a la media del grupo de control, y aumentó la tasa de aprobación en un 2.1%, lo que evidencia un impacto considerable en el corto plazo. Los hallazgos aportan evidencia sobre estrategias efectivas para mitigar los efectos de la interrupción de los servicios educativos en situaciones de emergencia, y sugieren cómo mejorar la educación en condiciones normales mediante un trabajo articulado entre escuelas, entidades gubernamentales y universidades.
