Gemeindestruktur und Gemeindekooperation

Abstract

Im Zuge der Diskussion über eine Verwaltungs- und Finanzausgleichsreform wird oft argumentiert, kleinteilige Gemeindestrukturen würden einer effizienten und kostengünstigen staatlichen Aufgabenerfüllung entgegenstehen. Im Mittelpunkt der vorliegenden Studie steht daher die Frage nach der Vorteilhaftigkeit von Kooperationen und Zusammenschlüssen auf der kommunalen Ebene zur Optimierung der Gemeindestrukturen. Durch eine Verbesserung der Kooperationsanreize sind demnach Effizienzverbesserungen zu erreichen. Die Stärkung der fiskalischen Verantwortlichkeit durch eine höhere kommunale Abgabenautonomie und die Verbesserung des rechtlichen Rahmens der interkommunalen Zusammenarbeit sind dabei als First-best-Lösung anzusehen. Zusätzliche finanzielle Anreize können durch neu gestaltete Finanzausgleichsregeln gesetzt werden. Eine gezielte Förderung ist aus finanzpolitischer Sicht aber nur zu empfehlen, wenn dadurch positive gesamtwirtschaftliche Effekte erzielt und Fehlanreize für die Gemeinden minimiert werden.
