Länderfinanzen 2012: Konsolidierungserfolge bei vielen Ländern

Abstract

Alle Landesregierungen sind ab dem Jahr 2020 verpflichtet, strukturell ausgeglichene Haushalte zu erzielen. Um diese sogenannte Schuldenbremse umsetzen zu können, müssen die Finanzierungssalden in Konjunktur- und Strukturkomponenten getrennt werden. Um zyklische Effekte bestimmen und strukturelle Defizite der Länder berechnen zu können, verwenden wir das 'Aggregierte Quotierungsverfahren'. Nach unseren Berechnungen wiesen im Jahr 2012 neun Länder einen strukturell ausgeglichenen oder sogar überschüssigen Haushalt aus. Hohe Defizite in Relation zu den bereinigten Ausgaben waren in den Konsolidierungshilfeländern Saarland und Bremen, aber auch in Hamburg, Hessen und Nordrhein-Westfalen zu verzeichnen.
