Az álláskeresés ellenőrzése és a munkanélküliség időtartama. Egy társadalomtudományi kísérlet
[Job-search monitoring and unemployment duration: evidence from a randomized control trial]

Abstract

A közép-kelet-európai országokban a munkanélküli-ellátások ösztönző hatásainak vizsgálata eddig nem terjedt ki arra a kérdésre, hogy az elhelyezkedési készség ellenőrzése - az úgynevezett indokoltsági feltételek érvényesítése - hogyan befolyásolja a munkanélküliek magatartását. A cikkben előbb a munkaerő-felmérés és a munkanélkülijáradék-regiszter adataira, valamint munkaügyi kirendeltségekben folytatott adatgyűjtésünkre támaszkodva bemutatjuk, hogyan ellenőrizték Magyarországon a kétezres évek elején az ellátásban részesülő munkanélküliek elhelyezkedési készségét. Ezután egy kísérleti vizsgálat eredményeiről számolunk be, amelyben azt kívántuk megismerni, hogy a fokozottabb ellenőrzés hogyan befolyásolja a munkanélküliség időtartamát. A vizsgálatban a munkanélküli-járadékban részesülőket véletlenszerűen osztottuk be a szigorúbban ellenőrzött kísérleti csoportba és a lazábban ellenőrzött kontrollcsoportba. Az elhelyezkedési készség, illetve az álláskeresés ellenőrzése lényegesen megnövelte a 30 éves és idősebb nők elhelyezkedési valószínűségét, de nem gyakorolt hatást a fiatalabb nők és a férfiak magatartására.
