Indemnisation du chômage et retour à l’emploi : un examen économétrique

Abstract

Quel-est l’effet de l’indemnisation du chômage sur le retour à l’emploi ? Pour étudier cette question nous mobilisons une source de données originale, le segment D3 de l’Unedic, qui permet d’observer directement le montant des indemnités perçues par les demandeurs d’emploi inscrits à l’ANPE. Nos résultats suggèrent qu’une réduction des montants d’indemnisation n’augmenterait guère le retour à l’emploi des chômeurs. Nous montrons toutefois qu’il est possible d’agir sur deux autres leviers. Une moindre éligibilité à l’assurance chômage et des filières d’indemnisations plus courtes semblent effectivement être des moyens efficaces pour augmenter les sorties du chômage.
