The role of regional competitiveness in shaping the heterogeneous impact of the Great Recession

Abstract

This paper assesses the employment resilience of 202 European regions to the Great Recession by investigating the role of regional competitiveness. By using the regional shift component derived from a multiple bases shift–share analysis of employment change as a measure of regional endogenous employment growth, we show that pre‐crisis regional competitiveness determinants are associated with positive performances during the crisis period. However, the variables considered explain well the different vulnerability of the economies, but less convincingly the ability to recover. Taking into account the spatial interactions among regions, results are confirmed and allow us to identify spillover effects. Este documento evalúa la resiliencia del empleo de 202 regiones europeas a la Gran Recesión mediante una investigación del papel de la competitividad regional. Mediante el uso del componente de cambio regional derivado de un análisis de múltiples bases de cambio (shift‐share) del empleo como una medida del crecimiento endógeno regional del empleo, se demuestra que los factores determinantes de la competitividad regional antes de la crisis se asocian con resultados positivos durante el período de crisis. Sin embargo, las variables consideradas explican bien la diferente vulnerabilidad de las economías, pero de manera menos convincente la capacidad de recuperación. Teniendo en cuenta las interacciones espaciales entre regiones, los resultados se confirman y permiten identificar efectos de spillover. 本稿では、地域の競争力の役割を調査し、欧州の202の地域のグレート・リセッションからの雇用のレジリエンスを評価する。地域の内発的な雇用の増加を測定した、雇用の変化の多重基礎データのシフト・シェア分析から得られた地域の変化の構成要素を用いて、経済危機前の地域の競争力の決定因子は危機の間のプラスの動向に関連していることを示す。しかしながら、考慮した変数からは、回復能力について説得力のある説明は示されないものの、経済圏によって脆弱性が異なることがよく説明できる。地域間の空間的相互作用を考慮すると、結果が再確認され、スピルオーバー効果があることも認識できる。
