Neuere Anwendungsfelder der Input-Output-Analyse. Tagungsband: Beiträge zum Halleschen Input-Output-Workshop 2010

Abstract

Im März 2010 trafen sich die Input-Output-Experten aus dem Bereich Forschung und Statistik im deutschsprachigen Raum und aus dem Statistischen Amt der Europäischen Union zum fünften Mal am Institut für Wirtschaftsforschung Halle und berichteten über weitere Fortschritte bei der Erstellung von nationalen Input-Output-Tabellen und über neue Anwendungen der Input-Output-Analyse. Aufgrund der Vielfalt der Themen hat der Herausgeber das Motto des ersten Treffens im Jahr 2002 auch dieses Mal beibehalten und präsentiert die Beiträge weiterhin als Serie unter dem Titel 'Neuere Anwendungsfelder der Input-Output-Analyse'. Der vorliegende Band umfasst die aktualisierten Fassungen der Vorträge, die am 18. und 19. März 2010 zu drei thematischen Schwerpunkten gehalten worden sind: Erstellung von Input-Output-Tabellen, neuere Anwendungen der Input-Output-Methode und umweltbezogene Input-Output-Analysen. Im ersten Schwerpunkt stellt P. Bleses (Statistisches Bundesamt) das aktuelle Tabellenprogramm der amtlichen Input-Output-Rechnung für Deutschland gemäß dem Europäischen System Volkswirtschaftlicher Gesamtrechnungen (ESVG) von 1995 vor, und er gibt einen Ausblick auf die Aktivitäten zur Aufstellung der Input-Output-Tabellen für das Berichtsjahr 2008 nach der Revision der Volkswirtschaftlichen Gesamtrechnungen im Jahr 2011. Besonderes Augenmerk legt er auf die Datenlage und die Aufgaben für die Forschung zur Integration der Anlagevermögensrechnung in das Tabellenwerk. In einem weiteren Beitrag zum Tabellenwerk berichten U. Ludwig und B. Loose (IWH) über ihre Ergebnisse bei der Aufstellung von regionalen Aufkommenstabellen für die in Ost- und in Westdeutschland angesiedelte Fertigung von Industriegütern. Sie haben dazu die Angaben aus den vierteljährlichen Produktionserhebungen der amtlichen Statistik nach der räumlichen Herkunft in Form von Kreuztabellen (Make-Matrizen) mit der Dimension 'Gütergruppen zu Industriezweigen' aufbereitet und nach der Branchenzugehörigkeit ausgewertet. Sie kommen zu dem Schluss, dass sich im Zeitraum von 1997 bis 2005 eine deutliche Angleichung der branchentypischen Herstellung der Gütergruppen in Ostdeutschland an westdeutsche Verhältnisse vollzogen hat. U.-P. Reich behandelt in seinem Beitrag ein Grundsatzproblem der Input-Output-Rechnung und der Berechnung des Bruttoinlandsproduktes in den Volkswirtschaftlichen Gesamtrechnungen: die Deflationierung von Aggregatgrößen.
