Emploi des mères et garde des jeunes enfants en Europe

Abstract

L’article analyse la relation entre l’offre de modes de garde et l’emploi des mères de jeunes enfants en Europe. On distingue les gardes extérieures à la famille (crèches, assistantes maternelles...) de celles issues des congés parentaux qui permettent aux parents de s’occuper eux-mêmes de leur enfant pendant un certain temps. Concernant la première catégorie, il existe une grande disparité en Europe. Les pays offrant un système de garde accessible financièrement et de qualité sont également ceux dans lesquels les mères de jeunes enfants sont les mieux insérées sur le marché du travail. Depuis la directive européenne de 1996, tous les pays d’Europe proposent un congé parental. Cependant, les modalités d’application (indemnisation, flexibilité, durée...) varient fortement d’un pays à l’autre, si bien qu’il peut être un frein à l’insertion des mères sur le marché du travail (France), ou bien être un moyen de leur permettre d’avoir une carrière plutôt continue (Suède). S’il est admis que la générosité du système de prise en charge de la petite enfance va de pair avec une participation élevée des mères au marché du travail, le sens de cette corrélation fait toujours débat. Dans un contexte où les tâches domestiques sont principalement assumées par les femmes, aucune avancée majeure ne pourra être faite en matière d’égalité des sexes si les pouvoirs publics n’offrent pas des modes de garde de qualité et accessibles financièrement à tous les ménages. Il s’agit d’une condition nécessaire, mais certes pas suffisante, à l’insertion des femmes à l’égal des hommes sur le marché du travail.
