Motive der Internationalisierung von Forschung und Entwicklung

Abstract

Multinationale Unternehmen (MNU) forschen zunehmend auch im Ausland. Dies wird oft als Verlagerung von Forschung und Entwicklung (FuE) interpretiert und als Bedrohung des heimatlichen Innovationsstandorts angesehen. So hat der Präsident des Bundesverbandes der Deutschen Industrie (BDI) erst jüngst vor einem Bedeutungsverlust des Innovationsstandortes Deutschland gewarnt. International tätige Unternehmen bauten dort ihre FuE aus, wo es die beste Förderunggebe (WAZ-online 05.04.2014). Die Expertenkommission Forschung und Innovation der Bundesregierung beobachtet, dass deutsche Unternehmen FuE auf Gebieten der Spitzentechnologie zunehmend im Ausland durchführen und fordert Anreize für international tätige Unternehmen, in Deutschland in diesem Bereich aktiv zu werden (EFI 2014). In diesem Beitrag wird anhand von Unternehmensbefragungen und empirischen Analysen dargestellt, welche Motive Unternehmen fürFuE im Ausland haben und welche Standortfaktoren FuE ausländischer Unternehmen anziehen. Besonderes Augenmerk gilt dabei der Frage nach dem Einfluss der steuerlichen Förderung von FuE.
