Regionalökonomische Effekte Der Niedersächsischen Biogasproduktion

Abstract

Die Biogasproduktion ist in Deutschland in den vergangenen Jahren in starkem Maße ausgebaut worden. Während die negativen Auswirkungen dieser Entwicklung, etwa steigende Pachtpreise, überwiegend gut dokumentiert sind, liegen kaum Untersuchungen zu möglichen positiven Effekten der Biogasproduktion auf die Wirtschaft im ländlichen Raum vor. Diese Studie trägt am Beispiel Niedersachsens zur Schließung dieser Lücke bei. Unter Verwendung eines Input-Output-Modells werden für drei Szenarien und sechs niedersächsische Regionen die Auswirkungen des Ausbaus der Biogasproduktion auf Arbeitsplätze und Produktionswert modelliert. Die Ergebnisse zeigen, dass von der Biogasproduktion erhebliche, namentlich mit Bezug auf das Arbeitsplatzangebot aber nicht immer positive Effekte ausgehen. Die Studie zeichnet ein differenziertes Bild regionalökonomischer Wirkungen der Biogasproduktion und liefert damit wichtige Erkenntnisse für die anstehende Novellierung der Gesetzgebung.
