Innovationseffizienz. Österreich im internationalen Vergleich

Abstract

Innovationsaktivitäten sind ein zentrales Element von Strategien zur Steigerung der Wettbewerbsfähigkeit und zur Bewältigung von Herausforderungen wie dem Klimawandel. Die Forschungs- und Entwicklungsausgaben sind wichtige Determinanten der Innovationsleistung. Österreichs F&E-Ausgaben wurden in den letzten 20 Jahren erfolgreich gesteigert, gemessen an der F&E-Quote nimmt es in der EU den 2., weltweit den 5. Rang ein. Gleichzeitig gelang es bisher nicht, in Innovationsrankings an die Spitze vorzustoßen. Die Studie geht deshalb der Frage nach, ob Österreichs Innovationsleistung nur unzureichend durch internationale Indikatoren erfasst wird, oder ob tatsächlich die Effizenz der Innovationsaktivitäten geringer ist. Methodisch wird neben der Vorstellung elementarer Input- und Outputindikatoren eine Dateneinhüllanalyse (DEA) eingesetzt, um Österreichs Effizienz mit anderen EU- und OECD-Ländern zu vergleichen. Wie die Ergebnisse zeigen, besteht für Österreich in drei Leistungsbereichen des Innovationssystems (Wissenschaft, Technologie und Innovationen) Aufholpotential zu den in den jeweiligen Bereichen effizientesten Ländern.
