Entwicklung und Verteilung der Einkommen. Grundlagen zum Sozialbericht 2010

Abstract

Die vergangenen Jahrzehnte waren von einem anhaltenden Rückgang der Lohnquote gekennzeichnet. Durch den Konjunktureinbruch stieg die Lohnquote 2009 erstmals seit Jahrzehnten wieder; der langjährige rückläufige Trend wird aber dadurch nicht verändert. Die vorliegende Studie analysiert anhand unterschiedlicher Daten den Bedeutungsgewinn der Einkünfte aus Besitz und Unternehmenstätigkeit, der mit dem Rückgang der Lohnquote einhergeht. Die Selbständigeneinkommen sind deutlich höher als die Durchschnittseinkommen der unselbständig Beschäftigten und wesentlich ungleicher verteilt. Diese Einkommensdifferenzen sind auch auf der Haushaltsebene zu beobachten: Die Nettoeinkommen der privaten Haushalte mit Selbständigeneinkünften sind ungleicher verteilt als jene ohne Selbständigeneinkünfte. Die Verteilung der Einkommen von unselbständig Beschäftigten wird gemäß den jüngsten Daten zunehmend ungleich. Der Anstieg der Zahl der Beschäftigten pro Haushalt in den unteren Einkommensschichten kompensierte teilweise die Einkommensungleichheit auf Personenebene, insbesondere für Haushalte mit Unselbständigeneinkommen. Auch für die Pensionseinkommen zeigt sich im vergangenen Jahrzehnt eine steigende Einkommensstreuung.
