Bestimmungsgründe der Lohnquote und der realen Lohnstückkosten

Abstract

Die wirtschaftspolitische Debatte hat sich in den letzten Jahrzehnten von der Diskussion der Lohnquote (und damit der Einkommensverteilung) zu jener der realen Lohnstückkosten (und damit der Standortkonkurrenz) verschoben. Die Studie zeigt zunächst, dass die beiden Konzepte sehr ähnlich sind und sich vor allem in der Preisbereinigung unterscheiden. Sowohl die bereinigte Lohnquote als auch die realen Lohnstückkosten sind seit Ende der siebziger Jahre in Österreich, Deutschland und den meisten anderen EU-Ländern, aber auch in den USA merklich zurückgegangen. In der empirischen Untersuchung wird den Ursachen für die Entwicklung der Lohnquote nachgegangen. Dabei zeigt sich, dass das Wirtschaftswachstum, der Trend der Arbeitslosenquote und die Inflationsrate die wichtigsten Determinanten bilden. Eine Beschleunigung des Wirtschaftswachstums im Konjunkturzyklus senkt über steigende Investitionen und Gewinne den Lohnanteil am Volkseinkommen. Steigende Arbeitslosigkeit wirkt wegen der ungünstigeren Verhandlungsposition der Arbeitnehmer in die gleiche Richtung. Höhere (importierte) Inflation hat eine Zunahme des Lohnanteils zur Folge. Erhebliche Bedeutung für die Entwicklung der Lohnquote kommt auch den Vermögenseinkommen zu.
